Foul Play Suspected: Justin Duncan

On November 24, 2016, 23 year old Justin "Milky" Duncan of Ottawa was reported as a missing person to the Thunder Bay Police Service.  Despite an extensive investigation, police have been unable to locate him. Police believe that Justin was the victim of foul play.

Justin Duncan is described as a black male, approximately 5'8" tall and 140 lbs. Justin is an Ottawa resident with friends and acquaintances from both the Thunder Bay, Toronto and Ottawa areas. It is believed he arrived in Thunder Bay in early November 2016.

He was last seen in the Limbrick Street area during the early morning of November 22, 2016.  According to witnesses, Justin had been involved in an altercation prior to his disappearance. Family and friends have not heard from him since and information received has led the investigators suspect foul play.

The TBPS Criminal Investigations Branch has released surveillance images captured from the Limbrick Street housing complex in Thunder Bay. These images show persons who were with Justin prior to his disappearance. It is believed that these individuals have knowledge of what happened to Justin and where he may currently be.

Extensive grounds searched have been conducted in the Thunder Bay area including Fort William First Nation based on information that his body may be in these areas.  The search results have been negative.

Homicide: William Darryl WAPOOSE

$50,000 Reward - Wapoose Reward Poster

The City of Thunder Bay is offering a total reward of fifty thousand dollars ($50,000) for information leading to the arrest and conviction of person(s) responsible for the death of William Wapoose.

William Darryl Wapoose , 32 years of Thunder Bay was located deceased on the bike path at the south end of Chapples Drive at approximately 7:30 a.m. on Wednesday, September 3, 2014. 

Investigators are interested in knowing about any suspicious activity in the Chapples Park area on the evening of September 2, 2014 or the early morning hours of September 3, 2014. Police are also interested in speaking with anyone with information about the death of William Wapoose, including his whereabouts or activities just prior to his death.  Sometimes the littlest piece of information will significantly assist the investigation and bring closure to his family.

Homicide: Alma TERAVAINEN

67 year old Alma TERAVAINEN was found murdered on Monday July 25, 2005. 

Her body was discovered in the Harbour Terrace Variety Store which she operated in the apartment complex at 122 S. Cumberland Street in Thunder Bay. 

Alma was well known and respected by many tenants who knew her.

Homicide: Scott DOVE

On the morning of December 01, 1984 the body of Scott DOVE was located in a rock quarry off of Copenhagen Road. Scott DOVE was last seen leaving his residence on the morning of October 31, 1984.

On November 08, 1984 his car was found in the LPH parking lot on North Algoma Street.

Homicide: Sandra Johnson

On the morning of February 13, 1992 the body of Sandra JOHNSON was located on the frozen surface of the Neebing Mclntyre flood way in the East End of the City of Thunder Bay.

Sandra JOHNSON was last seen leaving her residence at approximately 1:30 a.m. on February 13, 1992.

Hit and run: Kip Hallow

Kip HALLOW died on October 26, 1985. 

His death appears to have been a hit and run where the driver of a red or maroon coloured sedan failed to remain at the scene which was on Vickers Street North and Weigand Avenue. 

Kip was 20 years old at the time of his tragic death
