Police arrested four people, including a Toronto man, on Tuesday in connection with an investigation into drug trafficking on the city’s north side.

Members of the Thunder Bay Police Service’s Intelligence Unit and Emergency Task Unit executed a search warrant at an apartment in the 100 block of Court Street North at about 5:15 p.m. on Tuesday, June 9. The warrant was the result of an ongoing investigation into drug trafficking activity at that address.

When police entered the apartment they located one female and two male accused persons. All three were arrested without further incident.

Meanwhile, members of the TBPS’s Uniform Patrol Branch located a fourth accused connected to this investigation at the Midtown Inn on 61 Cumberland Street North just after 5:30 p.m. He was arrested and a quantity of suspected crack cocaine was found in his possession.

As a result of their search of the Court Street apartment, police located a large quantity of crack cocaine, a quantity of fentanyl, about $13,000CAD and paraphernalia consistent with drug trafficking.

The home at the centre of this investigation was situated in an apartment complex that is home to mostly elderly and other vulnerable residents.

Joel PAYNE, 36, of Saskatoon, is charged with:

• Possession of Property Obtained by Crime Over $5,000

Phillip Kwaku NKRUMAH, 35, of Toronto, is charged with:

• Possession of Fentanyl for the Purpose of Trafficking
• Possession of Cocaine for the Purpose of Trafficking
• Possession of Property Obtained by Crime Over $5,000
• Breach of Probation

Russell Scott HALLS, 63, of Thunder Bay, is charged with:

• Possession of Cocaine for the Purpose of Trafficking
• Possession of Fentanyl for the Purpose of Trafficking
• Possession of Property Obtained by Crime Over $5,000

Leslie Ann SCOTT, 49, of Red Rock, Ont., is charged with:

• Possession of Cocaine for the Purpose of Trafficking
• Possession of Fentanyl for the Purpose of Trafficking
• Possession of Property Obtained by Crime Over $5,000

All four appeared in court on Wednesday, June 10 and were remanded into custody with future appearance dates.
