SIU Concludes Investigation into Kakabeka Falls Police-Involved Shooting

The Special Investigations Unit announced it has terminated their investigation into an incident involving Thunder Bay Police Service officers that occurred in December 2024.

Officers were not criminally charged and the Special Investigations Unit has concluded their investigation with no further process.

TB26019537 The Thunder Bay Police Service is requesting the public’s assistance in locating 63-year-old Mary GAGNON. Mary was last seen in the Lillie Street area on May 17, 2026. GAGNON is described as an indigenous female, standing 5’4”, with a heavy build, medium length black hair usually worn in a ponytail, and dark brown eyes. She also wears glasses with black frames. Mary was last seen wearing a pink jacket with black pants. She cannot walk so she utilizes a pink electric scooter. The Thunder Bay Police Service continues to investigate the discovery of human remains in the Thunder Centre area. At this time, no information regarding the deceased individual can be released until their identity has been confirmed. The separate investigation related to an earlier police presence in the same area remains ongoing. A visible police presence continues, and members of the public are asked to avoid the area. Updates may be provided as more information becomes available.
